NEW YORK – Peckar & Abramson, P.C. (P&A) has appointed Paul Monte to serve as vice-chair of the firm. Paul currently serves on the firm’s Executive Committee, is co-managing partner of P&A’s New York office, and chairs its Infrastructure Practice. He balances these duties while continuing to represent many of the industry’s leading public sector contractors in claims and disputes, locally and nationwide.
P&A (team members pictured at CSC 2025) also elevated Kim Altsuler and Levi Barrett to the firm’s Executive Committee. Altsuler serves as partner-in-charge of P&A’s Houston office, and Barrett is co‑managing partner of P&A’s New Jersey office.

Kim and Levi succeed Robert Drucker and Stephen Reisman, each of whom have served on the Executive Committee for decades. The firm extends its deepest thanks and appreciation for their years of commitment to the Executive Committee. Their contributions helped shape the firm we are today and set a solid foundation for the next generation.”
The firm also announced leadership updates in its New Jersey and Texas offices. Gerard Onorata has been appointed as co-managing partner of the New Jersey office. Tiffany Harrod and Ryan Wozny have been appointed partners-in-charge of the firm’s Austin and Dallas offices, respectively. They join Kim Altsuler, who continues to serve as partner-in-charge of the Houston office, along with Denis Ducran and Matt Moore, who serve as co-managing Partners of the Texas offices.
Tiffany and Ryan succeed George Baldwin and Timothy Matheny, who remain active partners at the firm and have transitioned their management responsibilities to the next generation of office leadership. Moore commented, “George and Tim have played an instrumental role in building and strengthening our Texas platform, and we are grateful for their leadership and dedication.
