Mr. Winsor is a testifying expert on construction damage and delay matters. Mr. Winsor has supported many construction matters including heavy civil infrastructure, industrial process and energy, and residential and commercial developments on projects ranging from multiple billions to hundreds of thousands of dollars. His clients have included contractors, subcontractors, owners and sureties.
Mr. Winsor has a degree in Civil Engineering and is a Professional Engineer in multiple states. His construction expertise includes expert testimony, litigation support, damage analysis, schedule delay analysis, labor productivity analysis, valuation analysis and claim preparation. Mr. Winsor has also authored and presented technical papers published through AACE.
Prior to Aperture, Mr. Winsor worked in project management, construction management, project controls and construction cost estimating on heavy civil, infrastructure and industrial projects. His past projects experience includes roadways, railroads, airports, bridges, dams, water transfer, utilities, residential construction, and the energy industry.
