Kevin leads Construction Operations for the California State University system, the largest four-year higher education system in the United States, spannig 23 campuses, more than 2,000 buildings, and serving more than 470,000 students. He is responsible for the development and implementation of standardized project delivery templates for the CSU. He is a recognized expert in California regulations, especially the Public Contract Code, and their application to public agency delivery systems. He is responsible for system-wide claims mitigation, and alternative issue resolution on problem projects. He has managed contract templates for seven different delivery templates on over $10 billion of work, including more than 100 PDB projects.
His expereince centers on structuring and administering complex project delivery frameworks at scale, with a focus on Progressive Design Build. Prior to CSU, he worked for a major general contractor delivering Integrated Project Delivery healthcare projects which has influenced his contracting strategy.
Kevin holds a Bachelor of Science in Architectural Engineering from Missouri University of Science & Technology and an MBA from California State University, Long Beach. He is also a licensed General Contractor, Certified Construction Manager, Certified Access Specialist (CASp), LEED Green Associate, and Design Build Professional.
