Raina Richter has more than twenty years of experience advising owners and designers on legal, risk, and dispute issues, primarily arising from complex construction and infrastructure projects. As Associate Vice President and Assistant General Counsel at AECOM, Raina provides legal support for the Americas design and consulting services business, working with project leadership to manage project risk, and navigate project disputes and claims. Her experience includes public works projects, including transportation, energy, water, and other infrastructure.
Raina’s construction and litigation background includes evaluation and management of claims from early risk assessment and dispute avoidance through resolution. She has experience analyzing liability, standard of care, and damages; managing outside counsel; supporting dispute resolution efforts; and coordinating technical, project, and legal teams to develop strategies related to complex contract disputes, schedule impacts, and cost exposure.
Prior to joining AECOM, Raina served as Deputy Attorney at the California Department of Transportation (Caltrans), handling litigation and risk management matters involving dangerous conditions, eminent domain, and wildfire-related disputes. She previously practiced construction and commercial litigation in private practice, and brings a practical perspective to claims informed by her extensive experience.
